It never supported cloth or surgical masks for reducing viral transmission. Cloth masks in many studies have a negative efficacy due to bacterial contamination. It had been used safely and successfully on other viruses.It worked on covid how has this killed 650000 extra people? Intubation is a discussion, when people are not able to breath from diseases people have been put on ventilators.
