If the Government introduces legislation to force ISP's to monitor and keep records of all Internet traffic, would it be best for users to consider using VPN's?

There is no such thing as being anonymous on the internet, at all. If the government want to they can find what you're doing online.

You can increase your privacy with VPN or TOR though.

I don't know about VPN, but a nice VPL always gets my attention

What are you viewing that you fear the government knowing? Personally I'm happy for them to scan my traffic and have a list of sites I've visited.

Virtual Private Network.

Gives you a virtual IP address from another country.

It allows you to go on blocked sites

I see no problem, nothing here is illegal. I'm also happy that they are taking some serious steps to address organised crime and terrorism.

They also tend to offer encryption, so nobody can see what you're looking at (although not all of them do).

Think of it a little bit like pulling your jumper up over your head so you can look at your phone privately on the train. But with a bit more technology involved.
