So they get to Dubai airport & are tested positive, where have they been for the previous hours? where did they sit waiting for their flight, they tubed it to Heathrow that much i do know. At any point they could & probably did remove their mask to take a drink, eat a sandwich whatever. Numerous events & places where someone positive could leave it for others. So if Dubai stopped them getting in if they were positive it's hardly a cause for celebration really. If no one moved about you could probably meet locally & still have people around for xmas go in the pub etc. But they'll always be the one who the rules don't apply to, so we can't. Breaking and entering, visa issues, customs abuse... not to mention the inconsistencies in presents... give the poor next to nothing and the rich whatever they want.
