It depends on the tier the hotel and visitors are in. If in a bubble, if the hotel is allowed to host you, then it should be no issue, if you list as at the same address that you would have been allowed to be in at home.

Tier 3 hotels are only able to take permitted categories of people, officially.

There was a discussion started by a guy whose employmer expected him to share with another guy from work but hotels shouldn't have permitted it generally, as they were unable to provide appropriate distancing and cleaning in the room, between bathroom visits.

With most rooms being sealed, apart from aircon, the ventilation would also not have been appropriate to reduce infection potential suitably.

I'm in Tier 2 and had a business meeting yesterday at the local Holiday Inn. It was fairly busy, people coming and going with no questions asked by reception. Plus there are facilities like the gym that are open to non-residents.

It seems to me you could even organise a gangbang in your room without anyone being the wiser.

If they are genuinely in your bubble then tier two you can.

If not then you are not and should not meet at a hotel regardless if the hotel ask or not.

Common sense really.
