Looks like they're reopening Friday when Manchester go into tier 3 as they've finally agreed to standardise the tiers.

I shall continue to not use them like but I'm made up common sense prevailed for this one time so far in this catastrofail!!

The baseline is set by the government and anything beyond that may be set locally.

Don't think it's that unreasonable to enquire where your donation is going if the fund is not going to be used for it's original purpose .

In this case you may be more than happy with its alternative use, however I may have reservations about having donated or pledged money if it is going to be used for something I would not have originally donated to.

I'm not sure... I guess if it was an adhoc type arrangement you would probably say bye bye to your donation.. If the fund was arranged through the likes of gofundme then it might have stricter rules on the use of the fund and what happens if the original purpose of the fund changes.
