"Yes it does as if people decide to get round the rules infections won’t reduce and he the knob won’t shut schools again and kids will be in and out like yo-yos and parents will have to either suffer childcare nightmares or get ill. The point being that if the infection rate were much much lower there would be a buffer and schools would be safer.
