Dressing up to go shopping??

So I'm at the Trafford Centre and I notice that the women come dressed up. Like it's a night out.

why do women get dressed up to go shopping?

I've noticed they do this a lot in France (I guess there's no where else to dress up for)

And a bit of an Essex thing too.
