General formula is: whatever size you have, 1 inch less is the threshold to be described as hung.

Goes back to one of the oldest arguments known to man: "How do you measure cock size?". I've never seen an ISO or specific unified measurement and metric so I can have Schroeder's dick of both being hung and not hung until the correct measurement decides.
