Coventry

Birmingham has a number of functional hotels near bars and retailers, but 4 star options are more limited.

I have stayed at Radisson Blu, which in my opinion meets your criteria. Just my opinion though.

If you want to be right by the shops then there are apart-hotel suites in the Rotunda, the Bullring is literally right outside.

Only ever stayed at the holiday inn, its right next to the train station and close to China Town for a good curry. Close to shops.

Jury’s Inn on Broad Street, close to the Mailbox and not far from German Market and The Bull Ring

Lots of night life too

The Hyatt Recency on Broad Street. It has a gym, swimming pool and spa too.
