I've always wanted to be watched, or come across someone having fun in public but apart from just getting extremely lucky I've no idea how that would ever come about.

If you had to give someone a hint you wanted to see them flash or have some fun, or you wanted them to see you, how would you go about it in such a way that they don't run or call the cops?
