Possibly Walking Street. It will be busy, but the Japanese "coach party's" won't be there.

Or the bars along Beach Road.

Both places are ideal for watching the Fantastic firework display at midnight.

Or, for a really good party atmosphere, the New Plaza, or the Made in Thailand bar complex
