Personally, I'd say 7" plus qualifies as hung only so long as the width matches. As with everything, it's about balance and context. Long and thin is just as disappointing as short but thick. % wise I've read that less than 20% of guys fall into the category of great length great girth and I know there's a chart you can find online with regards to "perfect penis" size. I'm not far off but there's probably only 100 guys out there with a "perfect" one, whatever that means lol
