You could always get the local council in but I’m smooth all over and I recommend getting him waxed yes it will hurt at 1st but more times he does it the easier it becomes...

He will have to go to a salon as they use hot wax not strip wax on the sensitive areas. I get wax all over it feels & looks great

Best to leave it alone otherwide he'll be constantly scratching his arse... If the stated area is well washed, then there is no reason to remove it if you become 'so inclined'..
