The main concern I have with risky public sex, is the risk of non consenting people witnessing what they don't want to see, and possibly children being exposed to sexual acts.

Cannot agree enough with this but at the same time I assume one would make sure of their surroundings first..especially around children.

Difficult to control the level of risk in a public area. On a train for example, do people walk along the whole train to check if there are children on board. And some older people would be wholly repulsed at witnessing public sex. Tricky one I agree
