Women aren't hard to understand. Both these women are flirting, that doesnt mean anything other than they are aware it's safe to do so because you are not in a position to take things further.

In professional situations always assume a professional attitude you won't go far wrong. If you genuinely feel you need to do something don't play games just ask but be prepared to feel foolish.
