You need to pay to see your doctor privately then explain. You won't get the tablets on the NHS and they'll cost you a lot, but you really need to convince him it's important before they'll let you even know about them.

On the off chance you are not just taking the piss the short answer is NO. You can make it look a bit longer unerect by cutting through ligaments or streching the foreskin.
