It can be a wig. Or it can be also a modesty cover for burlesque dancers who strip. It looks sort of like a codpiece, but for women.

Check out Immodesty Blaize on YT. She did a programme for the BBC which was about words in the English language. She presented a piece on merkins, and her own, which was a bright blue one.
