Loads of people have said "anything more than a handful is a waste" what does that even mean?

Should women who have more than a "handful" look to have breast reductions because they are wasting good breast tissue? Would the said tissue be redistributed to small breasted women so there was no waste?

I hate it when people parrott cliches that are actually nonsensical
