Cars driving round and round

I thought dogging was about patience and then reward?

But I see these cars just driving around and around.

As soon as a car comes they all buzz around like flies!

cars parked in groups in out of town areas at night draws the attention of the local constabulary

dogging / cruising spots are well known and easily monitored
