I think it depends where you go.

There was no topless bathing where I went. Although women could walk about in thongs.

I went to users also. Just north of Pc.

If you're in an adults only hotel then topless may be allowed.

I went to a Riu hotel there, topless was allowed at the beach, but more familys were around the pool, so didn't see much of it there. Good holiday though... Mind you, this was 10years ago...
