Im guessing its pigmentation - blokes have it too but women also tend to use tanning products so it could be residue from that or chafing skin. Unless youre looking further into it than buttocks

The pigmentation is darker around the anus but nevertheless it does look bad and that's why I can't understand why women allow close up pics of that area.
