NO, they are like a 1/2 bra that sits just under the boobs for full exposure, as I said before I think I would feel a bit silly wearing one, my boobs are too old and not full enough to look good in one

1/4 cup only really work on surgically enhanced boobs or very naturally pert and round smaller ones.

I've got a half cup one that I can just about get away with but that's the lowest I can go without looking ridiculous - flopping over the top isn't a good look.
