should people be able to come on this site log into a room and then use it as there own pvt chat room by blocking others and telling people to piss off this is pvt

If someone wants to use Fab to chat privately, one-on one, there is a private message function which can be used for this (pm box under their name in the list of chatters).

However, if a group of members want to have a semi-private chat in the Main Room, it is acceptable for them to block other chatters, to achieve this.

However, this should be done tactfully ("all other members should be treated with respect"). Telling someone to 'piss off' is not acceptable, and you should report their profile.

I think they have as much of a right to a private room as you do to whine about not being allowed in.
