Don't set out looking for a woman who's into foot loving, you're already limiting yourself there.

Rather, get to know any woman you're attracted to and then drop hints every so often, mention you give good foot rubs, etc.

Worst case scenario, you get to know a woman who you can still have fun with, best case scenario, you get the foot fun too.
