Happened to me when I was 16. I didn't report for many reasons but chief among them was I wouldn't have had the vocabulary back then to tell the police what I'd seen and I can't imagine what my mum would have done.

It's an offence for both but if a woman starts a thread saying she enjoys flashing anybody saying it's wrong is shouted down. Double standards abound.

Dont agree with flashing either.. if anything they could cause a crash if they are flashing whilst out in the car.. also anyone could see.. its a disgusting act

You have a chance of a member of the public taking offence and reporting to police

Whether it's the guy having a wank or a woman being gang banged or a couple having fun all would be considered same by the law

If it's done with consenting adults around fine but the risks are there for all
