" I totally agree with Wasp_Hunter on this one, there are myriad reasons why it would be completely in appropriate to flash someone while they are minding their own business at work. Going to a beach is a completely different kettle of fish- you go there EXPECTING people to be in a state of undress. And are probably in a similar state of undress yourself.
