How do you define sex, as in to say how many partners you have had? For a man and a woman, does it have to be penetration? If so, how do you define sex between women? We've yet to conclude what the definition is!

Try a dictionary? Personally, i'd simplify it to anything I wouldn't want my parents to watch me doing that wasn't a toilet function.

Dictionaries & Google give varying answers, just saying "whatever floats your boat" in essence. Hence asking here for individuals thoughts.

So when does it stop being foreplay or fondling and become sex? This is where we struggle to define and agree it!

Surely foreplay is part of sex amyway. As is fondling if done right! Why the need to define it - just enjoy.
