"I am interested to know, who thinks this site should be change its approach to try and reduce the large proportion of time wasters and pic hunters, by offering a very basic Free service - no pictures, winks, messages facilities. For those who are serious pay the small fee for the full service and hopefully serious swingers."

There is also site supporters that offers more enhancement. I think it would reduce it but never stop it or deter people away to other sites.

Timewasters and pic hunters have money too, I've been on pay sites and it makes very little difference

Timewasters and pic hunters have no intention of meeting. Their hobby is to time waste and pic hunt. If swingers are prepared to pay a small fee to fulfill their hobby, what makes you think that timewasters/pic hunters won't?
