I interpret it as communication of a desire to connect...next step is generally a quick message and swapping pics if the interest is mutual...

Probably depends on the person sending the wink but when I send one and get one back it shows me they are somewhat interested so I send a quick message and take it from there, but my intention is to try meet if all agree. J
