More than one ring is decorative. It only needs one for the purpose of restricting blood flow. If you're giving blood or perhaps having an injection then a tourniquet might be put around your arm and this causes the blood vessel to dilate/expand, so you can imagine the effect on a cock.

Not sure that staying harder for longer necessarily co-relates with preventing you cumming.

But can vouch for the fact that a ring makes and keeps you harder and for longer, but I've seen the recommendation that you wear it for only about 15 minutes or so.
