Probably the silicone ones are best - as there is a little bit of stretch to them. Metal ones look good as long as they fit snugly without cutting off the blood supply.

My preference is jubilee clips - can tighten them to the desired comfort. Only joking...! Honest.

The metal ones are the best IMO. They push your cock and balls foward and make them more pronounced, even when you're soft. Then they constrict the blood flow when you're hard, making the veins on your penis more pronounced/ridged and making you swell marginally larger than usual.

In my experience they are really quite different. I have various in my toybox (for various partners) and although the stretchy ones feel nice and do things like pushing the balls foward, they don't provide the same constriction as a well fitting metal one. But you must measure and get the smallest size that will fit when it comes to metal.

I have a few but my favourite is an adjustable studded leather strap. It looks and feels great and the stud fastener enables quick release. Being adjustable I can manage how much it constricts rather than the ring doing it.
