How do you put comments under a pic?

Some profiles on here have comments under the pics - are they part of the pic uploaded or can you add comments when you upload them??

It was an option we had on here a while ago changed when the present owners took over the site

Those pics that have comments underneath are getting on a bit now

Forgot to say that you can add your own comments before you upload pics if you want to
