I think there's a difference from rough and d/s.

I don't think I'd happily hand all the trust over to a total stranger and say "lets do some d/s play".

As another poster has said, lots of people think they want to do it, but when it comes down to it they really don't, or don't know how i.e. slapping someones ass doesn't quite cut it in these situations.
