It rather depends upon the company and the context.

In private, used in the right way, it's a compliment - but used in an offhand way, or in the wrong company then it can become offensive.

Yeah, I believe this is the original definition, somewhere along the line it kind've morphed in with the Cougar types (Stifler's Mum), so now they represent the same thing,some guys call women MILFs who don't even have kids, because of this.
