It entirely depends on the participants but is any combination of things up to but excluding penetration. It can be playing with your own partners only but in the same room as another couple or couples or all the touchy feely and oral stuff with others but penetration only with your own partner and everything in between.

soft swing means many diferent things to different cples , but the one thing that remains the same is no penetration

unless its with your own partner of course,
