Depends how many cocks the individual has had and what size they were, its all subjective.

If they were all around 6" then yeah that would be what they considered average, if they were all around 8" then they'd probably consider that average and so on.

The result would probably be a lot different if a British cock census was carried out but can't see that happening anytime soon lol.

Measuring tape is probably best, as it takes any curves in the penis into account.

I think proportions matter too on this topic. A guy might have a small cock but if he's 5'6", and not 6'3" for example, it won't look as small when he's standing there starkers.
