Depends entirely on the situation, although I'm rarely left feeling completely satisfied without penetration regardless of how many times I may cum from foreplay. Think I'll add a slightly different flavour to this by saying depends what I'm doing. I always love foreplay provided the other person isn't repellant to me. If they are, then nothing is happening anyway.
