Below 7 inches, because that's what was stated where I got those criteria from.

6.5 would be around the UPPER end of 'average' but still covers a large enough percentage to fall within the largest part of the penis size spectrum, starting at 5 inches - hence, less than 7 inches would be covered as 'average'.

Personally, I think a big part of a woman reaching climax isn't specifically about how well endowed a guy is or even what he's doing as he attempts to make her climax, but rather how much she's enjoying the whole act of sex itself.
