Totally Depends on the individual and how they feel about themselves

If someone has an interest but do not see themselves as full bi then the see themselves as curious

If and when THEY are comfortable to say they are bi then they are bi,

It's a personal thing of the persons view of themselves not an indication of the spec of the model,

For me I was curious when I was thinking and wondering about playing with a guy.

That curious state changed to bisexual when I knew I enjoyed doing it and wanted more.
