it isnt illegal to have sex outside, however it is illegal to put on a show or cause offence to unwilling viewers, your best bet is to find a nice secluded place and arrange for people to be there with you.

i also no plenty of police that look for dogging spots but its not to disperse the doggers its to join in.

There's little point in discussing the legality or otherwise of dogging - it only becomes and issue if you get caught.

If you DO get caught the cops will have plenty of options available to them to make you wish you hadn't been so careless.
