As someone who is into Japanese style rope, I was a firm believer that boob bondage was something for hedonists. This was reinforced by men who turned up at peer rope events with knowledge of only two ties, a boob tie and a crotch tie.

However, I have since seen some semi pukka Japanese rope videos by Japanese rope artists that I respect that have included boobs roped as part of a scene.

Although, personally I would concentrate on the whole body, I have included in play the tying of boobs with rope. Depending on the preference of the person tied with or without impact play.
