Is there anyway of blocking someone who stalking us but has blocked us please any help appreciated

Pretty sure when somebody blocks it becomes a 2 way thing, neither can see each other's profile except in the blocked list?

It doesn't if you block someone it's one way.

Do you know their profile name? If so copy the URL of you profile and replace your username with theirs. You should be able to block from the drop down
