I can honestly say I've never had the misfortune of coming across an uncut cock that was wet and sticky under the skin when rolled back! Uncut cocks are more sensitive as cut cocks are prone to keratinisation of the skin ( toughening) resulting in less sensitivity. As for uncut that cant fully retract the foreskin, you are definitely a candidate for circumcision. Who knows what lurks behind an un-retractable foreskin.
