It’s not. At all.

Lots wear them because they look cute in summer and add sparkle to an outfit.

I wear one and would be furious if someone approached me in public because of it.

I don't think wearing an ankle bracelet is more indicative of a swinger. It the past it was more indicative of and had visual slang status of 'ladies on the street corner' touting their trade, to distinguish them from swingers, I believe. Those under control of dom usually wear some form of collar or cuff round their neck rather than an ankle bracelet, but it's up to the individuals involved to choose.
