Derby flat available

A friend of mine has a 1 bedroom flat available nr Derby centre... Question is.. Should he let people meet here and what's the etiquette when it comes to cleaning and bills... He's not fussed about making a profit but doesn't want to clean sheets etc... I'm guessing places like this are sought after but do they need management??!
