Screw nipple pump/clamp

I've recently seen some ,I'm not sure if they are nipple pumps or also effectively clamps as well. They're a tube you place over the nipple and then turn a screw at the top. I presume causing pressure and sucking on the nipple

Has anyone tried them and what sensation does it create
