Belts are worn over for photos as they are assecticly pleaseing this way. Belts are worn under for practicallity reasons. I've made lingery for a living. Although the new Ann summers ones I have are made with the pretty bits on the belt, knickers are plain. So if dressing to impress, have to be worn on top. Or it looks naff.

The question was specifically about a club, so not that odd based on others comments.
