They can legislate hugs if they want. Personally I will hug who I want in line with what I feel is safe. And from what I can see most people are making their own decisions regardless of rules in their own personal spaces anyways. I would say the path out of lockdown is in autopilot now in most people's heads regardless of what the government says anyways.

Hugs with friends and family is NOT the same risk level as swinging. Not going against regulations until meets are allowed, I'm fully jabbed and anyone I choose to meet us too, plus lateral flow tests before a meet.

I will hug some friends but still not the more vulnerable of them. I've had one jab but can still transmit the virus- wouldn't want to be responsible for making someone I'll or worse
