There may be various reasons to be circumcised- medical, religious or otherwise. In the US, the default used to be for babies to be circumcised without the parents consent.

I am uncircumcised and very happy with that. The foreskin provides additional lubrication and protection and performs a useful biological function. I'm usually fully retracted during sex. However, if I'm feeling extra sensitive (and it can happen with too much attention just like a clit), I like to put the foreskin back on. It's nice to have the option and the sensations are different. Those who've been cut at a young age don't know what they're missing.
