Simply put, the testicles produce the sperm and the prostate produces the semen. The vas deferens are the tubes that allow the sperm to move from the testicles to mix with the semen. It is the vas deferens that are cut when having the snip (hence 'vas ectomy') so no sperm are released into the semen and the semen stays the same.

Just like any other surgical procedure, there is a small but finite risk of complications.

I asked my gp for it had the usual questions are you certain you don't want more children. Referred. On examination they decided to do a full anesthetic as my vas deferans (spelling?) Were deep. Then a few months wanking into a pot for tests. Took about 5 months before sperm count was zero.
